Parliament Committee didn't penalize MP Kyva for foul language towards journalist

The parliamentary Committee on Rules of Procedure, Parliamentary Ethics and Administration of Verkhovna Rada’s work did not find legal grounds to impose penalties to MP from the “Opposition Platform - For Life” Ilya Kiva for his unethical behavior, as he spoke to Bihus.info investigative journalist Danylo Mokryk on February 4, as Chesno reported.

In its decision of March 3, the committee merely reminded Ilya Kyva of requirement to adhere to moral standards and respect for wider public.

The members of the committee came to the conclusion that the Rules of Procedure did not provide for the settlement of the conflict between the MP and another person outside the session hall. If a similar situation arose between two MPs, the culprit could be punished by denial of access to a maximum of five plenary sessions.

The Committee recalled that, in accordance with the Constitution of Ukraine and the Law on the Status of People's Deputies of Ukraine, MPs were not legally responsible for the results of voting or statements in parliament and its bodies, except for liability for insult or slander. In addition, the parliamentarian must adhere to generally accepted moral norms, preserve his own dignity, respect the honor and dignity of other deputies, officials, officials and other citizens, and refrain from compromising actions, statements and actions.

"To draw the attention of the People's Deputy of Ukraine Kivy IV to the inadmissibility of actions, statements and actions that compromise the People's Deputy, voters, the Verkhovna Rada, the state, and the necessity to strictly comply with the Constitution of Ukraine, the law "On the status of People's Deputy Ukraine ”, the Rules of Procedure of the Verkhovna Rada and other laws of Ukraine, observance of the oath of the People's Deputy, universally recognized moral norms, always preserve one's dignity, respect the honor and dignity of other deputies, officials and citizens,” the committee said.

In November 2020, Ilya Kiva, an MP from the “Opposition Platform - For Life”, called the project leader Denys Bihus a “bribetaker and paedophile” during a conversation with a woman journalist from the Bihus.Info investigative journalism project.
