NSDC decision on the possible blocking of the Internet will create political censorship

Internet Association of Ukraine (IAU) sent a letter to the President of Ukraine regarding the Decree of the President of Ukraine of 13.02.2017 № 32/2017, which enters NSDC decision of 12.29.2016 "On state kiberbezpetsi threats and emergency measures to neutralize them" into the force. 
It is reported by "Media Detector" referring to the press service of the IAU.

The IAU wrote a number of concrete proposals for its consideration in the preparation of legislative and regulatory acts in the letter. The Association drew attention to the risks and negative consequences that can occur to the operators, telecommunications providers, the development of telecommunication services.
"In particular, the possible implementation of technical mechanism for blocking access to the Internet will put Ukraine to the same group of countries, where this mechanism exists: China, Iran and Russia. However, while Ukraine declares a desire to develop democracy in its country by the example of the Western civilization, countries like Sweden, Finland, USA doesn't have such mechanisms. Thus, the UIA is inclined to conclude that the true purpose of implementing the NSDC decision on blocking the information is purely the creation of political censorship,"- the letter says.

In the UIA believe, that the actual blocking requires rebuild all Ukrainian network operators, like to replace network equipment to one that supports censorship and configure the software.
"It needs 1-2 years time and, according to preliminary estimates, up to $ 1 billion of investment."- noted in the Association.
