National regulator seizes court for breaches of election law on Newsone, "112 Ukraina" and ZIK
The National Council of Television and Radio Broadcasting is to bring to the court the administrative protocols recording violations of election law on four TV channels and will notify the Central Election Commission of these facts.
This decision was made by the National Council on October 29, taking into account the results of inspections of national TV channels NewsOne and 112 Ukraine and regional broadcasters Z ZIK and RAI for compliance with election law, according to the regulator's website.
The National Council noted that it inspected NewsOne (LLC "News 24 Hours", Kyiv), "112 Ukraine" (LLC "TRK" 112-TV ", Kyiv), Z ZIK (LLC" TRK "New Communications", Lviv) and RAI (RAI Television and Radio Company LLC, Burshtyn, Ivano-Frankivsk Region) for violations recorded within the monitoring and based on administrative protocols on violations of the election legislation at local elections. During the inspections, the National Council found that NewsOne, 112 Ukraine and Z ZIK broadcast live stories about the visits of MP Nataliya Korolevska to several cities in order to support the subjects of the election process - representatives of the political party “Opposition Platform - For life".
"These stories had some elements of disguised campaigning, and the licensees also demonstrated some preferences towards certain candidates," the National Council said.
This is a violation of the requirement of paragraph "a" of part one of Article 59 of the Law of Ukraine "On Television and Radio Broadcasting" and part four of Article 51, part five of Article 51 and part four of Article 57 of the Electoral Code of Ukraine.
On October 9, between 7:14 pm and 7:15 pm and from 7:38 pm to 7:39 pm, the RAI TV channel aired a video of the “Platform of Communities” party in political advertising blocks, which did not meet the requirements of the Electoral Code of Ukraine.
As IMI reported, on October 15, the National Council on Television and Radio Broadcasting ordered some unscheduled inspections for NewsOne, 112 Ukraine and Z ZIK TV channels due to the broadcast of a meeting between Viktor Medvedchuk, Chairman of the “Opposition Platform - for Life” political party, and Russian President Vladimir Putin in Moscow.
On October 15, the National Council on Television and Radio Broadcasting ordered unscheduled on-site inspections of NewsOne (News 24 Hours, Kyiv), 112 Ukraine (112-TV, Kyiv) and Z ZIK (Teleradiocompany).
