In Horodok, Lvivska oblast, officials said copies of official decisions are restricted information

Horodotska rayon state administration in Lvivska oblast in response to the information request informed that copies of decisions of the state administration’s head are restricted information. The request was about the copies of the decisions adopted by the head of Horodotska rayon state administration in August and September of 2012. Horodotska rayon state administration referred to the Law of Ukraine «On Protection of Personal Data», and other official documents and claimed that as long as the requested documents contained names of individuals, the decisions fall under restricted information and cannot be made public without these individuals’ consent. According to Oleksandr Burmahin, NGO ‘Human Rights Platform’, this is a usual tactic by local officials to hide the schemes with land allocation. Moreover, it is in direct breech of the Law of Ukraine «On Protection of Personal Data», (part 3 Article 5 stipulates that allocation of state funds, of state or communal property is not restricted information).
