Poroshenko deems supporting petition to unblock “Vkontakte” impossible

The President of Ukraine Petro Poroshenko deems impossible supporting the electronic petition on cancellation of blocking of the online resource “Vkontakte”. This was his answer to the petition that was published at the President's website.

“I make a point that the Russian holding “Mail.ru Group”, which incorporates limited liability companies  “Mail.RU GROUP”, “Vkontakte”, “Mail.RU Ukraine, “Vkontakti”, and also the group of companies “Yandex” and some other Internet companies are widely used by the Russian special services to promote Russian propaganda and to conduct special informational operations against Ukraine and its citizens”, the President stated.

According to him, these companies help the special services of Russia in gathering, storing, using, and disseminating restricted information – personal data and personal correspondence of citizens of Ukraine.

“A considerable number of individuals registered in social networks is engaged by Russian special services into recruiting Ukrainians and organizing channels for collecting information about transfers of military equipment and personnel of the Armed Forces of Ukraine that participate in the anti-terrorist operation in the East of Ukraine”, Poroshenko wrote.

Also, the head of the state considers that these resources attempt to manipulate the public opinion by means of disseminating invalid, incomplete, and biased information, instigating anti-Ukrainian forces inside the country, organizing riots and civil disorders aimed to change the constitutional order and to overthrow the government, and to impede Ukraine's rapprochement with the European community, and thus, constitute a threat to the informational security of the state.

In addition, Poroshenko said that company groups “Mail.ru Group” and “Yandex” take active measures to block Ukrainian advertisement campaigns in the Internet, and to monopolize online services.

As IMI reported before, on May 15, the President of Ukraine Petro Poroshenko issued a decree enforcing the resolution of the National Security and Defense Council on blocking access to Russian social networks “Vkontakte” and “Odnoklassniki”, and also to the services of “Yandex” and Mail.ru. On May 17, the Decree of the President of Ukraine Petro Poroshenko became effective. The document was published in “Uriadovyi Kurier ”.

SBU and other law enforcement agencies develops amendments to the legislation of Ukraine concerning the mechanism of blocking Russian social networks and services.
