The Shevchenkivskyi District Court of Poltava ordered the Poltava Oblast Police HQ to enter the data reported in a statement by the Investigative Journalism Centre MediaDokaz into the Unified Register of Pre-trial Investigations (URPTI). The statement concerned potential overcharging for the Kremenchuk Flight College reconstruction.
The court passed the ruling on 17 February 2026, siding with the journalists, who complained against the police’s inaction, MediaDokaz reports.
MediaDokaz head Alyona Malichenko addressed the Poltava Oblast Police on 4 February 2026 with a statement on potential embezzlement of property in especially large amounts and negligence. The team had discovered signs of overcharging in the contract with a company involved in the reconstruction.
However, instead of entering the data into the URPI, the police processed the statement as an address by a citizen, saying that it contained no corpus delicti. The statement was passed back and forth between various agencies for the next two months without being officially registered until the Kremenchuk District Police said there were no grounds for entering the information into the URPI, the media outlet writes.
MediaDokaz then sued the police for inaction.
The court ruled that the team’s statement contained potential evidence of a criminal offense and thus had to be entered into the URPI as per Article 214 of the Criminal Procedure Code of Ukraine. The verdict is not subject to appeal.
