One in every twenty news items in local media outlets of the South and East is dzhynsa — IMI research

On average, 5% of news items in local media outlets of the South and East of Ukraine are covertly commissioned, or dzhynsa. Compared to the pre-elections period of the fall of 2015, this indicator shrunk to a third (15%), and is linked to the stable political situation in the studied oblasts at the time of monitoring.

These are the results of the research of the content of local media outlets in eight Southern and Eastern oblasts of Ukraine conducted by the NGO «Institute of Mass Information» with the support from the Ukrainian Confidence Building Initiative (UCBI).

The largest share of covertly commissioned news was observed in Dnipro (9%) and Mykolayiv (7%), the smallest – in media outlets of Kharkiv and Kherson (both 2%).

The largest share of covertly commissioned materials was published in printed media outlets — 6%; in online media outlets and on TV, this indicator was 4%.

According to IMI expert Olena Holub, «the share of dzhynsa in the studied oblasts is rather high, which can be indicative of a certain political crisis, which leads to systemic appearance of political commissioned materials in local media outlets».

More than a half of all dzhynsa materials — 61% — was commissioned by political parties or politicians. According to the IMI data, dzhynsa is commissioned by different political forces, depending on an oblast:

  • Dnipro: the head of Dnipropetrovska oblast council Hlib Pryhunov; Dnipropetrovska oblast state administration; Dniprovska city council; Rinat Akhmetov’s Foundation; a member of Dniprovska city council, the head of the political force “Hromadska Syla” Zahid Krasnov; the deputy mayor of Dnipro Svitlana Yepifantseva; Kamianska city council; the mayor of Dnipro Borys Filatov; the People’s Deputy from “Opposition Bloc” Oleksandr Vilkul; the party “Opposition Bloc”.
  • Kharkiv: the People’s Deputy from “Opposition Bloc” Oleksandr Vilkul; the People’s Deputy of the group “Volia Narodu” Oleksandr Feldman; the party "Batkivshchyna"; the party "Vidrodzhennya"; the local authorities of Kharkiv; the project "Novi Oblychchia".
  • Odesa: the Petro Poroshenko’s Bloc (PPB); the People’s Deputy from PPB Oleksiy Honcharenko; the People’s Deputy from “Opposition Bloc” Oleksandr Vilkul; a member of Odeska oblast council from PPB Anatoliy Artemenko; the head of Odeska oblast council (PPB) Anatoliy Urbansky; a member of Odeska oblast council (“Opposition Bloc”) Victor Baransky; a member of Odeska oblast council from “Opposition Bloc” Vitaliy Sautnikov; a member of Odeska oblast council from the party "Vidrodzhennya" Oleksiy Kobylnikov; the People’s Deputy from PPB Tetiana Rychkova; the mayor of Odesa (party "Doviriay Dilam”) Hennadiy Trukhanov.
  • Zaporizhzhia: the head of Zaporizka oblast state administration Kostiantyn Bryl; the party "Opposition Bloc"; the People’s Deputy from “Opposition Bloc” Oleksandr Vilkul; the head of Zaporizka oblast council Hryhoriy Samardak; mayor of Zaporizhzhia Volodymyr Buriak; the party "Nash Kray" (Serhiy Kaltsev); the party "Nova Polityka"; the party "Ukrop"; Zaporizka  oblast council.
  • Donetska oblast: the People’s Deputy from “Opposition Bloc” Serhiy Matviyenkov; a member of Mariupol city council from “Opposition Bloc” Andriy Feday: the People’s Deputy from PPB Maksym Yefimov; an entrepreneur and member of the executive committee of Mariupol city council Yuriy Ternavsky.
  • Luhanska oblast: the acting mayor of Severodonetsk Ihor Butkov; deputy mayors of Severodonetsk Hryhoriy Pryheba, Serhiy Zaretsky, and Andriy Havrylenko; the People’s Deputy from “Opposition Bloc” Serhiy Dunayev; the People’s Deputy from the group “Volia Narodu” Serhiy Shakhov; the leader of the Agrarian Party in Luhanska oblast Oleksiy Malevanets; the head of the Agrarian Party of Ukraine Vitaliy Skotsyk.
  • Mykolayiv: the People’s Deputy from party “Vidrodzhennya” Artem Illiuk; the party "Opposition Bloc"; the People’s Deputy from “Opposition Bloc” Oleksandr Vilkul; a member Mykolayivska oblast council from PPB Nadia Ivanova; the People’s Deputy from PPB Borys Kozyr; the deputy mayor of Pervomaysk Olena Kolesnichenko; the party "Ukrop"; the party "Nash Kray"; a member Mykolayiv city council from “Opposition Bloc” Ihor Kopiyka; a member of Mykolayivska oblast council and member of "Ukrayinsky Vybir" Maksym Nevinchany.
  • Kherson: the People’s Deputy from PPB Oleksandr Spivakovsky; the People’s Deputy from “Opposition Bloc” Oleksandr Vilkul; a secretary of Kherson city council and a head of Khersonska oblast organization of PPB Olena Ursulenko; a member of Kherson city council from “Opposition Bloc”, an acting director of Khersonelectrotrans Yehor Ustynov; acting deputy head of Khersonskak oblast state administration and a member of the oblast council from PPB Yevhen Ryshchuk; the People’s Deputy from PPB Serhiy Khlan.

 

The monitoring was conducted by the experts of the Institute of Mass Information with the support from the Ukrainian Confidence Building Initiative (UCBI), which is funded by the United States Agency for International Development (USAID). The monitoring covered local media outlets in Kharkiv, Odesa, Dnipro, Zaporizhzhia, Mykolayiv, Kherson, Donetska oblast (Kramatorsk and Mariupol) and Luhanska oblast (Severodonetsk), during January-February of 2017. In every oblast, IMI experts analyzed news in three printed media outlets, four popular online media outlets, and two TV channels. In total, the experts processed 2,612 of materials of printed media outlets, 4,692 materials online media outlets, and 650 TV materials.
