The Verkhovna Rada Commissioner for Human Rights received 38 complaints concerning likely violations of the right of access to public information in Volyn oblast from 1 January to 18 August 2026. 39 such complaints were filed throughout 2025, the Commissioner’s secretariat reported in response to a query by Maia Holub, the Institute of Mass Information representative in Volyn oblast.
The Commissioner received a total of 5,436 complaints by citizens concerning potential violations of the right of access to public information in 2025, and 4,636 such complaints in 2026 (up to 18 August).
The secretariat also reported on the number of administrative protocols drawn up over violations of the right of access to information and the right to petition have been drawn up.
Authorised officials at the secretariat and the Commissioner’s representatives drafted 15 such protocols in 2025 and 17 from the start of 2026 up to 18 August. These concerned offences under Parts 1, 2, and 4 of Article 212-3 of the Code of Ukraine on Administrative Offences (violation of the right of access to information and the right to petition).
