On World Press Freedom Day, Ukrainian journalists will announce a winner of anti-rating
Enemy of Press 2011.

Media-NGO Institute of Mass Information (ІМІ) and Іndependent Media-Union of Ukraine are
organizers of this yearly anti-rating.

Enemies of press are defined in the following nominations:

- obstruction to journalist’ professional activities;

- absence of reaction to journalists’ investigations and appeals;

- actions taken against journalists (lawsuits, arrests, murders etc).

28th of November in Kiev 29-year-old photographer of weekly newspaper "2000" Vitaly Rozwadowskiy wes killed. He received numerous stab wounds in the head and died from blood loss.

The Department of Public Relations Research Affairs in Kiev reported that a criminal case committed under section 115 of the Criminal Code of Ukraine (murder).

Sergei Loboda, the director broadcasting company KTK (Kirovsk Luhansk region) was killed 21 november by unknown in Stakhanov Luhansk region
Loboda died from a blow on the head with a heavy object. It is noted that the dead body was found near garage in Stakhanov, near by the place where Loboda lived.

"According to the information given by local police, the killer is still unknown. There are rumors that the murder is connected with the redistribution of property, allegedly prepared raider seizure of broadcasting company" - said publication.

Today, initiated by Institute of Mass Information and other non-government organizations a march against impunity was held by Ukrainian journalists in front of the Presidential Administration, the participants were holding portraits of the dead journalists in their hands.

Journalists proclaimed the Petition addressed to the President and the General Prosecutor requiring to investigate the crimes committed against their colleagues.

Now Ukrainian Internet media have the opportunity to register officially as media. Six associations, public media organizations united to provide them with opportunities to act on a self-regulation conditions.
The representatives of information initiatives on the issues of protection of freedom of speech announced this inforamation at a press conference on July 19. The initiative includes the Internet Association of Ukraine, Ukrainian Association of Press Publishers, Independent Association of Broadcasters, Academy of Ukrainian Press, Institute of Mass Information.

The heads of regional branches of the Party of Regions are demanded to send information about journalists with a detailed description of their political affiliation. “Ukrainska Pravda” website, which has received a letter signed by the head of the Communications Department of the Party of Regions Central Office Elena Bondarenko,  reported on this fact.

On 31 July 2011, around 2 p.m., unknown persons set fire to the flat of Oleksiy Matsuka, a Donetsk journalist who is editor-in-chief of the "News of Donbass" website and the head of a regional public organization “Donetsk Institute of Information.” The journalist shared the information regarding the fire via his Facebook page.

Metropolitan of Vyshgorod and Chernobyl, the governor of the Kyiv-Pechersk Lavra, Paul is indignant over the interest of journalists from “1+1” TV Channel in cars and cell-phones of vicars and the fact that they shoot Lavra with hidden camera. He also says about legal action over “abasement of honour, dignity, professional reputation of Kyiv Pechersk Lavra and hierarchy” in “1+1” news. An open Appeal on this matter was sent to General Manager of "1 +1" Channel Alexander Tkachenko.

On July 28th President Viktor Yanukovych signed a law "On the Court Fee" which does not contain provisions which protect journalists from unreasonable lawsuits for defense of honor, dignity and professional reputation. The Law enters into force on November 1, 2011.

So far, in proportion to the size of a claim against a journalist or media the fee of 10% was set. For example, if the plaintiff had wanted to seek moral damages worth a million hryvnas, he had to pay 100 thousand hryvnas. After the adoption of this law, such provision is not applied.
